		<content type="html"><![CDATA[<font size="4"><span style="font-weight: bold;">EXTREME NEIGHBORHOOD MAKEOVER:</span></font><br style="font-weight: bold;"><span style="font-weight: bold;">Improving Santa Clarita Neighborhoods and Your Quality of Life!</span><br style="font-weight: bold;"><span style="font-weight: bold;">by Mayor Bob Kellar</span><br><br>&nbsp;&nbsp;&nbsp; Neighborhoods.&nbsp; They are the fabric of our society.&nbsp; Who can’t remember their neighborhood growing up and most likely, the names of the families who lived in houses on that block.&nbsp; Ask any kid how far a walk it is to their friend’s house or where’s a great place to ride their bikes, and chances are, they can tell you.&nbsp; The houses we call home are usually our largest single expenditure each month and our biggest investment.&nbsp; <br><br>&nbsp;&nbsp;&nbsp; In Santa Clarita, long known as a “bedroom community,” homes are integral to our lifestyle and we aren’t alone!&nbsp; Channel surfing today reveals a plethora of home improvement shows, cooking at home shows and even reality shows, many of which are filmed, guess where, in the home!&nbsp; Homespun, heart of the home, Home Alone, Home, Home on the Range, be it ever so humble, there’s a reason why “there’s no place like home!”<br><br>&nbsp;&nbsp;&nbsp; As our City enters its third decade of existence, we continue to address many different issues relating to our homes.&nbsp; Some of these issues are long-standing and inherited from the booming growth of the early and mid 1980’s.&nbsp; Some issues, like traffic and congestion, are regional in nature and we find our City participating in solutions that involve a variety of entities.&nbsp; A recurring issue we have heard quite a lot about at City Hall is one that involves neighborhoods.&nbsp;&nbsp; <br><br> &nbsp;&nbsp;&nbsp; Residents have let their local government know that they are deeply concerned with issues in their neighborhoods that impact their property values and their quality of life.&nbsp; They have told us that they would like to see their neighbors embrace a strong sense of pride in their neighborhoods and have that reflected in how they care for their property.&nbsp; Issues including lack of landscaping, trash and clutter in plain sight, multiple, graffiti, inoperable vehicles on the front lawn, abandoned shopping carts in the neighborhood, illegal dumping and poor maintenance of houses have a cumulative, negative impact on the entire neighborhood.<br><br>&nbsp;&nbsp;&nbsp; Over the past two decades, the City’s “reactive code enforcement” policies have slowly grown to encompass a more “proactive approach,” enabling the City to better interact with individual neighbors at an early stage in the process.&nbsp; The City’s dedicated Community Preservation Officers work diligently with homeowners to help bring them into compliance with City codes and most importantly, improve their properties.&nbsp; Many homeowners are actually surprised to learn that their practices, such as storing inoperable vehicles on the front lawn, paving the entire front yard with asphalt or concrete, or converting a garage without a permit are illegal in the City of Santa Clarita.&nbsp; During any given month, it is not unusual for the Community Preservation Office to have several hundred active files on-going!&nbsp; In fact, this small team responds to over 1,700 cases per year City-wide.<br><br>&nbsp;&nbsp;&nbsp; In an effort to better assist neighborhoods with these issues, improve property values and clean up neighborhoods, the City is beginning the new “Extreme Neighborhood Makeover” program, starting in the Canyon Country area.&nbsp; The program involves a unique and bold step by the City and the community working together to help resolve neighborhood beautification and safety issues proactively.&nbsp; The goal is to help maximize property values throughout our neighborhoods and best assist individual property owners with challenges they face in complying with the law.&nbsp; <br><br>&nbsp;&nbsp;&nbsp; The program will begin with an invitation-only Neighborhood Block Party for all residents of nearly 130 homes in the first Extreme Neighborhood Makeover area, plus the Santa Clarita City Council, the Canyon Country advisory committee and volunteers.&nbsp; While not all of the homes have these types of issues, it will take the combined efforts of the entire neighborhood to succeed in transforming the area through the Extreme Neighborhood Makeover program.&nbsp; At the Block Party, members of the City Council, City staff, the Sheriff and Fire Departments, non profit organizations, along with volunteers and vendors will gather to discuss how the new program can best benefit the entire neighborhood. <br><br> &nbsp;&nbsp;&nbsp; The City has also invited local, licensed contractors, willing to provide residents with discounts for goods and services that will assist them in improving their individual properties as part of the new program.&nbsp; At the same time, the City will be doing whatever it can to provide improvements to the neighborhood in the public rights of way, including tree planting, graffiti removal, working with other agencies, and even helping secure volunteers who can provide help to individual residents who need it.<br><br>&nbsp;&nbsp;&nbsp; We see the Extreme Neighborhood Makeover program as a clearing house of resources that the City will help to bring to the neighborhood.&nbsp; We have access to licensed contractors and vendors, we regularly receive calls from church groups and scout troops, seeking meaningful volunteer work in the community and we all have a desire to improve our neighborhoods.&nbsp; Ferdman<br>Chair, Canyon Country Advisory Committee<br>&nbsp;<br><br><br><font size="2"><span style="font-weight: bold;">FOR IMMEDIATE RELEASE</span><br style="font-weight: bold;"><span style="font-weight: bold;">April 16, 2008</span></font><br><br>Contact: Gail Ortiz<br>661-255-4314<br><br><font size="3"><span style="font-weight: bold;">BURRTEC TO WITHDRAW APPLICATION FOR MATERIALS</span><br style="font-weight: bold;"><br style="font-weight: bold;"><span style="font-weight: bold;">RECOVERY FACILITY AT SIERRA HIGHWAY SITE </span></font><br><br><br>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Mayor Bob Kellar and City Manager Ken Pulskamp met this week with Cole Burr, president of Burrtec to discuss the trash company's pending application with the City for a materials recovery facility (MRF) east of Sierra Highway near State Route 14.&nbsp; Following the meeting, Burrtec agreed to withdraw its application for a MRF on that site.<br><br>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; "The meeting went very well and I think that we are heading in the right direction.&nbsp; <font size="2"><span style="font-weight: bold;">Burrtec will no longer be pursuing a MRF on their 75 acre site, east of Sierra Highway, between Placerita Canyon and Golden Valley Road, and has agreed to meet with the community to discuss any potential new MRF sites prior to applying for City permits," explained Mayor Bob Kellar.</span><br style="font-weight: bold;"></font><br>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;<font size="2"><span style="font-weight: bold;"> Burrtec owner Cole Burr requested that the City assist his company in pursuing an alternate use for the Sierra Highway property that would be more compatible with the desires of area residents, acknowledging that he would first meet with the community to discuss any potential development plans.</span></font><br><br>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Currently, Burrtec's 75-acre site in the City of Santa Clarita is zoned RL (residential low density) and BP (business park).<br><br>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Burrtec has been the City's commercial waste hauler since August 2004 and has a contract to provide waste and recycling collection services to businesses in the City through June 2013.&nbsp; As part of the contract, Burrtec is required to develop and operate a MRF to process the City's recyclables.&nbsp; Burrtec submitted an application to the City on September 25, 2007 for the development of a materials recovery facility/transfer station on a 75-acre site in the City of Santa Clarita. Previously, on March 17, 2008, Burrtec Waste Industries announced their desire to place a hold on the environmental review process (EIR) for the proposed MRF. <br><br><br>]]></content>

<div style="text-align: center;">to fill the seat held by Tim Ben Boydston.&nbsp; Tim 
Ben was appointed by the council to complete&nbsp;Cameron Smyth's term after he was 
elected to the State Assembly. </div>
<p><strong>At this April's meeting we will be discussing:</strong></p>
<div>Status of the <font size="4"><strong>Canyon Country/Newhall MRF and Transfer 
Station (better known as the DUMP).</strong></font> </div>
<div><br>1)&nbsp;What happening with the Burrtec proposal?<br>2)&nbsp;Did the city 
schedule the meeting with Burrtec as requested by the Mayor and agreed to by the 
City Manager?&nbsp; What are the results?<br>3)&nbsp;What we need to do next?</div>

Done </font><font size="4"><strong>Until the Current Burrtec Proposal Has Been 
Withdrawn!!</strong></font></p>
<p>Also on a lighter side, COC representatives will be presenting information on 
the new <strong>Canyon Country COC Campus</strong>.&nbsp; Time will be provided to 
ask questions.</p>

leaving the council.</p>

abandon the proposed Sierra Highway and Golden Valley Road MRF location 
officially, in writing. Mr. Pulskamp said that he would set up that 
meeting.</strong></font></font></p>
<p class="MsoNormal" style="margin: 0in 0in 0pt;"><font face="Times New Roman" size="4"><strong>&nbsp;</strong></font></p>
<p class="MsoNormal" style="margin: 0in 0in 0pt;"><font face="Times New Roman" size="3">The first April City Council meeting has been canceled due to the 
election.<span style="">&nbsp; </span>The next City Council meeting 
is set for April 22 and the next Canyon Country Advisory Committee meeting will 
be held on April 16.<span style="">&nbsp; </span>Hopefully, by that 
time Mr. Pulskamp will have successfully obtained Berrtec's commitment in 
writing and we will be able to move on to other pressing issues.<span style="">&nbsp; </span>We will be periodically requesting status and 
informing you of the results.</font></p>

TAKE ACTION NOW</b> to prevent Burrtec Waste Industries from shipping <b>ALL 
the TRASH</b> collected in the City of Santa Clarita and Surrounding Areas 
in, and out, of Canyon Country/ Newhall.<span style="">&nbsp; 
</span>This <b>TRASH FACILITY</b> called a Material Recovery Facility 
and Transfer Station will be located on Sierra Highway South of Golden Valley 
Road generating over <b>860 TRUCK TRIPS PER DAY</b> on Sierra 
Highway.<span style="">&nbsp; </span>If that were not bad enough, 
the facility is being sized at <b>75 ACRES allowing for FUTURE 
EXPANSION</b> as the valleys population and Burrtec's business grows.<span style="">&nbsp; </span>All this and it is proposed in an area zoned 
<b>RESIDENTIAL</b>.</font></p>

<p class="MsoNormal">Materials Recovery Facility commonly known as MRF. What is
it and why do we need them?<span style="">&nbsp; </span></p>



<p class="MsoNormal">According to State law we MUST recycle a minimum of 50% of
our trash or face a very costly fine up to $10,000 a day. Not meeting the
requirement is just not an option. According to Bob Kellar, at one of our
candidate debates and THE SIGNAL (<st1:date month="3" day="1" year="2008" w:st="on">March 1, 2008</st1:date>) we have just recently met that goal. Ok so
we don’t need a MRF right? Wrong, because the percentage is going up to 75% and
I know of no other way to accomplish that goal so, here comes the MRF!<span style="">&nbsp; </span>For the record I believe we need this type of
facility and soon. Meeting our requirement does buy us a little extra time but
not much.<o:p> <br></o:p></p>

<p class="MsoNormal">It is at this point we need to look at how a MRF works and
why over 300 people (that I know of) are really upset over having this facility
close to there homes.</p>



<p class="MsoNormal">The proposed MRF off <st1:Street w:st="on"><st1:address w:st="on">Sierra Hwy</st1:address></st1:Street> is to process ALL the trash in
the Santa Clarita Valley for recycling. That is what is called a DIRTY MRF as
opposed to a clean MRF. A so called Clean MRF is one that only processes
recyclables that we have already separated at our homes, you know, the stuff
you put into the recycle bucket as opposed to the trash bucket. The dirty MRF
will extract more recyclables because it removes more of the stuff from people
who don’t watch what they put in the trash which can be recycled. ALL the trash
is brought into this facility, dumped on the floor, pushed into hoppers,
separated and processed. That’s the good part but there is another side to all this.<o:p> <br></o:p></p>



<p class="MsoNormal"><span style=""></span>First, EVERY
collection vehicle (trash truck) must come to this single location to dump its
load. All due respect to the Burrtec’s of the world but these trucks are
subjected to the most brutal driving conditions there is, stop &amp; go all day
long. The result is they require continuous maintenance just too keep them
barely legal and on the road. It is estimated that currently over 800 of these
truck trips a day 6 days a week will be required. These trucks, because of
there weight, will cause additional vibrations to the homes in the area.
Realtors know that the area east of <st1:Street w:st="on"><st1:address w:st="on">Sierra
  Hwy</st1:address></st1:Street> across from friendly Valley is a slide area. Potential
buyers must be notified of this before they buy a house there. The additionally
vibration could cause a premature slide condition. Think that’s not possible,
look at Highway 1 the Coast Hwy. Caltrans has restricted big rig traffic for
years to reduce landslides.<o:p> <br></o:p></p>



<p class="MsoNormal">Second, like it or not there is an odor that will be
present. At least in part that odor will be ringing a big old dinner bell to
all kinds of vermin and the creatures that eat some of the vermin. Just what
YOU want in YOUR back yard RIGHT? There will also be a large number of at “gross
weight”, (or close to it) trucks hauling the output of the plant down the freeway
and <st1:Street w:st="on"><st1:address w:st="on">Sierra Hwy.</st1:address></st1:Street><span style="">&nbsp;&nbsp; </span>Remember, this facility will be built and operated
by Burrtec, a private sector owned company which is in business to make a
profit. Ok, profit is not a dirty word so why does that matter? Well, you can
bet that they will be taking in trash from other areas because they make money
on the recyclables they extract. That means the facility will be processing
trash from outside the city as well. Exciting to look forward to, RIGHT?<o:p> <br></o:p></p>



<p class="MsoNormal">I can easily understand why folks in Canyon Country are
upset at the prospect of all this suddenly popping up in there back yard and I
don’t know of anyone that would be in a hurry to live close to this kind of a
facility.<span style="">&nbsp;&nbsp; </span><o:p><br></o:p></p>

<p class="MsoNormal">I think this facility should be located more remotely and
close to a rail line if possible. We could reduce some of the truck traffic if
the output were to be shipped by rail and a site close to Cemex might fill that
bill. I also believe we should consider having a second MRF facility on the
west side. The reasons this would be good is</p>







<p class="MsoNormal">1. Less cross town traffic from the collection trucks.<br>2. 50% less truck traffic at the MRF.<br>3. Expansion in this Valley.<o:p> <br></o:p></p>



<p class="MsoNormal"><span style=""></span>As all the reports
are indicating that the population in this valley will double and surrounding
areas are expanding at almost the same speed we need to plan ahead. If we find
a suitable location on the west side NOW before the area is built up people
will know in advance of the plants existence prior to their moving in.<o:p> <br></o:p></p>



<p class="MsoNormal">In my opinion, The City and Burrtec should abandon this
site, save the time and money you would spend on an EIR and put the MRF in a
more appropriate location / locations and win a lot of positive PR in doing so.
Judging from the reaction of the meetings I am aware of, the current site will
generate nothing but very bad feelings at best and bitter law suits and anger
at both the City and Burrtec at worst.<span style="">&nbsp;&nbsp; </span>Clearly,
the residence DO NOT want this facility at this location and I fear that an
attempt to force this on them could cause severe resentment on MRF’s at large
and make it even more difficult to find suitable <span style="">&nbsp;</span>locations and that would not be a good thing.<o:p> <br></o:p></p>

<p class="MsoNormal"><span style=""></span>I’m sure, if the
City, Burrtec and the community work together we can come up with better
locations and improved feelings of cooperation trust and respect. </p>

success.</strong></font>&nbsp; Over 80 residents attended.&nbsp; The support for locating 
the Material Recovery Facility and Transfer Station in an Industrial rather than 
a Residential area was overwhelming.&nbsp; The group consensus was that there is no 
valid reason why all the trash generated in the City of Santa Clarita and 
surrounding areas need to be shipped in and out of residential areas of Canyon 
Country.&nbsp; Look for an article in the Signal about this meeting.</div>

		<content type="html"><![CDATA[This is an important Canyon Country Neighborhood Alert. <br>&nbsp;<br>On January 22, as stated in Consent Calendar item 12, the Santa Clarita City Council unanimously approved a measure that kicked off a process to <span style="font-weight: bold;">allow Burrtec Waste Industries to build a 75 Acre Material Recovery Facility (MRF) and Transfer Station in Canyon Country.</span>&nbsp; The facility's proposed location is <span style="font-weight: bold;">between Sierra Highway and Highway 14, between Golden Valley Road and Placerita Canyon Road. </span><br>&nbsp;<br>Translated into plain English this means, <span style="font-weight: bold;">trash from all over the city will be trucked to this facility on Sierra Highway in Canyon Country, sorted and then re-trucked, as appropriate, to recycle facilities or to a landfill.</span> Opponents of this project have estimated that would create approx. <span style="font-weight: bold;">880 truck trips per day, 6 days a week.</span>&nbsp; <br>&nbsp;<br>All this to be accomplished <span style="font-weight: bold;">in an area primarily zoned residential and within close proximity to existing residential housing</span> tracts. And oh yes, the project has been <span style="font-weight: bold;">sized 5 times larger than previously proposed in an industrial area. </span><br>&nbsp;<br><span style="font-weight: bold;">You think that traffic on Sierra Highway is bad now?&nbsp; If this passes you will be treated to an average of 1 truck trip every 54 seconds. Think about the increased traffic. 		<title>The cat is out of the bag.</title>

		<content type="html"><![CDATA[From the onset of the discussions surrounding the Henry Mayo expansion proposal there have been many individuals, including myself, that suspected that this project was primarily targeted at maximizing medical office space and profit.&nbsp; This would give Henry Mayo management and G&amp;L Reality the economic advantage of being able to build at a higher density than previously allowed.&nbsp; If we as a community expect to attract additional hospital services in the Santa Clarita Valley we need to provide them an equal opportunity. &nbsp;<br><br>Henry Mayo spokesman Roger Seaver has continually denied this allegation and has consistently stated that the amount of office space being planned was sized to support hospital expansion.&nbsp; So, it has been interesting to watch the number of offices building shrink as Mr. Seaver and his team has tried to nail down an agreement.&nbsp; It does not seem to matter that Henry Mayo hospital property is surrounded by a residential area, that McBean will, most likely, not be able to handle the added traffic or that this plan may have a profound negative effect on local homeowners. &nbsp;<br><br>But finally at the September 25 Santa Clarita City Council Meeting the truth came out.&nbsp; In the mist of a heated discussion relating to building the expansion under the guise of a Conditional Use Permit vs. Development Agreement Mr Seaver removed all drought. Mr. Seaver stated that Henry Mayo is currently holding $150 million dollars of red ink and plans to borrow $350 million dollars to cover debt and expand the hospital.&nbsp; He went on to state that the construction of three office building would be required in order to obtain the necessary loans.&nbsp; It appears that having a Development Agreement that pre-approves expanded office buildings increases the value of the property and increases the probability that financing for improvements can be obtained. Councilmember Ferry expressed no surprise and cited that that was precisely the method used in the sale of the Bermite property and indicated that it is an appropriate method used to enable development.<br><br>So the cat is out of the bag.&nbsp; Bailing out Henry Mayo once again is in my opinion short sighted and will impede the development of additional hospital facilities in our valley.&nbsp; When you realize that the Henry Mayo G&amp;L Reality plan is, at best, targeted to serve only 50% of our valley and provides no guarantee that any Hospital construction will take place, I believe you will understand the importance of supporting a long term solution which provides a level playing field.&nbsp; In the best interest of the whole Santa Clarita Valley the City Council should reject the Henry Mayo proposal and require any expansion to stay within current density and height guidelines.&nbsp; This will provide a greater incentive for other provides to establish hospital facilities on both sides of the Santa Clarita Valley.<br><br><div></div>]]></content>

		<content type="html"><![CDATA[Has the Santa Clarita City Council hit one out of the Park or will the Santa Clarita City Council be putting us out of Central Park? &nbsp;<br><br>Once again at the October 9 City Council meeting city staff reiterated their position that Santa Clarita is 600 acres of parkland short.&nbsp; They now have a plan to reduce that number to 565 acres. &nbsp;<br><br>Parks and Recreation representatives continually tell us about the high cost of maintaining active city parkland, as if city residents are getting a free ride.&nbsp; So, it is important to keep in mind that the jewel of Santa Clarita active parkland, "Central Park" was initially built with a $30 million dollar bond initiative that you can still find on your yearly property tax bill.&nbsp; The land was provided by the Water District. <br><br>Now that the community has funded building this terrific park the city has backed off in the use of existing facilities.&nbsp; Santa Clarita Park, once considered the best our area had to offer, sits vacant in the evenings because renovations needed to make the playing field usable has not been accomplished, joint use agreements for Sierra Vista Junior High School and North Oaks Park have been vacated and parks such as Old Orchard and Canyon Park do not have lights.&nbsp; Couple this with the fact that years ago the Santa Clarita City Council decreed that Adult Sports would be 100% self sustaining.&nbsp; The Adult Softball program alone provides the city close to $300,000 per year in use fees.&nbsp; Add that to fees paid for adult Soccer ($431-494/team), Basketball ($341-375/team) and Volleyball ($112/team) and it starts to add up to some real money.&nbsp; Next realize that all participants in youth sports get to pay an individual fee and finally if you want to reserve a park field you get to pay an hourly fee.&nbsp;&nbsp; Currently, there is a substantial cash flow back to the city.&nbsp; Remember where all the money comes from.&nbsp; From us of course.&nbsp; We pay for the bond to build Central Park, we pay taxes to fund Parks and Recreation and we get to pay fees to use the park.<br><br><br>The new Parks and Recreation proposal to alleviate a part of parks shortage is to outsource the next 35 acres to a private enterprise Big League Dreams Consulting LLC.&nbsp; Don't get me wrong.&nbsp; Big League Dreams Sports Parks are class acts.&nbsp; If it were their intention to come to the Santa Clarita Valley as a private venture I would be all for it.&nbsp; But that is not the case.&nbsp; The way this works is that the city foots the bill.&nbsp; We pay for the studies, land, and facilities. Big League Dreams pays nothing.&nbsp; When complete the operation is turned over to Big League Dreams. They run and profit from it. Proponents argue that having the facility here will partially alleviate our parkland shortage, create Sports Tourism, support our local businesses and provide another source of revenue to the city.&nbsp; I agree that it will do all those things.&nbsp; But at what cost?&nbsp; How big will the bond need to be? Will city leagues and programs be run out of the new facility?&nbsp; Will this cause individual fees at the new facility to be going up?&nbsp; Will there be a cap on Big League Dreams profit margin? Will the city have any influence over how the new facility is managed?&nbsp; With transfer of city programs to Big League Dreams and subsequent reduction of revenue at Central Park, what will be the affect on that facility? The city has been studying and having discussions with Big League Dreams for over 7 years, yet these issues go unanswered.<br><br>But the biggest query of all is; If the City of Santa Clarita really believes that we have a 600 acre park deficit, has 35 acres of land that could be used for another "Central Park like" facility and is willing to put up $30 million, why aren't we already in the process of building it and letting private enterprises fund their own endeavors?<br><br><br><div></div>]]></content>

		<title>Putting the "Can" in Canyon Country</title>

<P>"From the lack of sidewalks and bus benches to the failure to complete the median beautification, for far too long Canyon Country and the eastern part of Santa Clarita have been short changed." I wrote those words in an op-piece a little over a year ago. In addition, I wrote about the need for a "to-do" list instead of a wish list.</P>
<P>Has anything changed since then? In short, yes the city has made strides in certain areas; well others continue to be neglected.</P>
<P>First of all, I want to publicly thank the following city employees: Dave Peterson, Curtis Williams and Ron Brown - they all deserve a raise! They have been pro-active in the removal of advertisement signs posted all over Canyon Country. They have regularly attended the Canyon Country Advisor Committee ("CCAC") meetings, at which they provide updates of the work they do, answer questions and speak with the attendees.</P>
<P>I have seen Dave Peterson in the parking lot at 10:00 pm listing to issues raised by members of community, while taking down notes and providng re-assurance that those issues raised will be addressed by city staff. The city has done a tremendous job in getting the various shopping centers along Soledad Canyon to come into compliance with the sign ordinance.</P>
<P>The power line poles have been removed and placed underground along Soledad Canyon between Rainbow Glen and Whites Canyon.</P>
<P>At the July CCAC meeting, city staff presented plans for the removal of the port-a-potties and the installation of restrooms at the Via Princessa Metrolink station. The city is expected to start construction this Fall with completion scheduled for Spring 2008.</P>
<P>Canyon Country still lacks bus benches. For example, I pointed out last year, that the bus stop located on Sierra Highway and the entrance to Cordova Estates has no shade covering or a bus bench. On numerous occasions, I have seen mothers holding their child in one arm, while holding a stroller in the other. Surely, the city has had ample time to install a bus bench. </P>
<P>Although the city cannot require a Hospital to be built in the Eastern part of the city, it can be an advocate for one, it could meet with potential suitors and lobby. The city already does this with businesses, why not with medical providers such as Providence, Henry Mayo or Kaiser, to just name a few. The city can take certain steps and be pro-active. At the very least it could zone an area for a future hospital in the Canyon Country area.</P>
<P>The city needs to establish a long term plan for the building out of Canyon Country. Our community is going to continue to grow and we need a plan that will balance housing, with business and park and open space, while avoiding the pitfalls of bad planning. </P>
<P>College of the Canyons had the foresight to construct an eastern campus, which opened August 27, 2007. Why? Because President Dianne Van Hook and the board of trustees determined that 35% of the students who attend COC commute from the eastside of Santa Clarita, this number will continue to grow as the eastern part of Santa Clarita does. The city needs to follow their leadership and create a constituent center and a sheriff’s station. This would allow for residents to conduct city business without the need of having to commute across the valley.</P>
<P>The city needs to complete the beautification of medians along Sierra Highway and Whites Canyon. I don’t want hear about a lack of money. Given that the city allocated $850,000 dollars to determine the feasibility of spending 32 million dollars to construct a sports complex center for a private company to manage and maintain.</P>
<P>There is a group of concerned citizens, led by community leader Al Ferdman, who strive to make Canyon Country the community that it can be. Over the last year the group has done a wonderful job of identifying issues and concerns and getting the city to respond to them. I like to tip my proverbial "hat" to the city for agreeing to meet with the CCAC and engage in a constructive dialogue. Within the last year, Mayor Marsha McLean, City Manager Ken Pulskamp and Sheriff’s Captain Anthony LaBerge have addressed our group and answered questions. </P>

		<title>When will the Billboards be taken down?</title>

		<content type="html"><![CDATA[<P>Every now and then the subject of how to remove Billboards from Santa Clarita streets seems to raise its featureless head and this week was no exception.&nbsp; The standard reply from the City of Santa Clarita is that a certain amount of money is being set aside each year, insert number here, anywhere from $100,000 to $1,000,000, and it will not be long before we can buy a Billboard for the purpose of removing it and “oh yes” city staff response this week was no exception.&nbsp; (See Daily News, Eyesore Signage Targeted by city, June 3, 2007).&nbsp;</P>
<P>The only Billboard, I am aware of, that has ever been taken down was accomplished to make room for the Cross Valley Connecter Soledad Canyon Bridge.&nbsp; The second Billboard removal targeted is a part of the Newhall Redevelopment plan. So, let us do the math.&nbsp; By this weeks report Santa Clarita has approximately 100 Billboards standing.&nbsp; The city has been in existence for 20 years and if we give the city credit for removing both of the above Billboards, the removal rate is 1 removal every 10 years.&nbsp; At that rate, we will complete the Billboard removal project in 1,000 years.&nbsp; Sound absurd to you, well it certainly does to me.&nbsp; Not only absurd, but after the many times I have herd this same canned response it has become intellectually insulting.&nbsp;&nbsp;</P>
<P>Now I fully realize that every Billboard in Santa Clarita does not have to come down tomorrow or perhaps ever.&nbsp; Some are in industrial areas and may be appropriate while others are not.&nbsp; If I were to pick the city’s most atrocious Billboard, the award would go to the spectacle on the north-east corner of Soledad and Sierra Highway.&nbsp; No one is going to pump a lot of money into that corner as long as that monster is standing.&nbsp;&nbsp;&nbsp;</P>
<P>So why doesn’t City Staff come up with a workable plan instead of singing the same old song?&nbsp; It has been 20 years.&nbsp; In that time, we certainly should have been able to prioritize which Billboards need to be removed, develop a strategy, funding plan and schedule.&nbsp; Yesterday has passed us by, the city needs to get started on a realistic plan today!&nbsp;</P>
